Velonus has tried dozens of times to find the Wulor tribe to revive Bilu, but they're all ended up in vain. Finally with the help of Lil Baba, Velonus found the Grand Wizard of the Wulor tribe in the Southern Border. Note: You must be at least LV105 to complete this quest.
