To establish an Alliance Base, you first need to meet the following requirements:
1. Alliance level must be LV4
2. Rank above 100 in last week's Alliance Fealty Ranking.
3. Speak with me to choose to create an Alliance Base.

But wait! It's not enough to simply create a Base. You should enter it and take a look around for yourself.
To enter the Alliance Base:
1. Press "G" to open the Alliance window.
2. Select the "Alliance Base" page.
3. Click the "Enter Alliance Base" button.
