The people of Dagos, Felkin, and Fuwa are fighting all the time. Something's changed, recently though. It's become much more serious, much more chaotic.

The Dagos people generally are good people, though they may constantly be at war. Etherblader Hangor, however, is a different story. He constantly disrupts the peace and needs to be stopped. I have an esper that should help you defeat him. I want you to have it.
