Bilu learned in her dreams that the Fire Emperor didn't give up fighting after he was defeated by Xayon. Instead, he ordered his follower, Chiou, to rise against Xayon. Chiou is not powerful enough to face Xayon alone, so he allied with the ghosts and monsters in the mountains and swamps. It was to no avail, and Chiou was again defeated by Xayon.
