The people in Incense Valley are learning from the Incense Valley Tome, which belongs to the Wulor Tribe. Those who master the Tome can use the Infernal Mirror to summon the Soulflame. Since the design Shan Guc has is incomplete, he cannot summon the Soulflame now.
